Dear Reader,

Here is August 2015 issue of Rainbow Stamp News for you. We lost great scientist of our country and former President of India Dr APJ Abdul Kalam on 27th July 2015. He was the most uncontroversial personality and lived a very simple life, His humbleness and simplicity touched millions of hearts all over the world. Google paid a special homage Dr Kalam by displaying a black ribbon on its homepage. Keeping in view Dr. APJ Abdul Kalam's teachings, management and administration of a post office in Jaipur decided to work on Sunday as a mark of tribute to him. The employees too welcomed the step and worked with full devotion without complaint.

This solemn mark of respect is indicative of the universal appeal that Kalam had on people, especially with the youth, residents of small towns and urban folk.

This issue is dedicated to the great soul of India.

“All Birds find shelter during a rain. But Eagle avoids rain by flying above the Clouds. Problems are common, but attitude makes the difference!!!” – Dr. APJ Abdul Kalam

May his soul rest in peace. Our salute to the Missile Man !

-- Jeevan Jyoti

APJ - Philatelic Tribute

- Abhai Mishra

There is no second opinion that, APJ was a great man loved by all. After his demise many has shared their experience with him. I am writing this particular piece to elaborate his association with DRDO and Dehradun. He was born on 15 October 1931 at Rameshwaram, Tamilnadu. Since childhood he had an intense desire to become Air Force pilot. He completed his degree in Aeronautical Engineering from Madras Institute of Technology. He came to Dehradun in 1957 to appear for the Air Force Selection Board (AFSB). He finished ninth in the batch of 25. Eight were selected for commissioning. He was highly dejected as his childhood dream was shattered and took a bus to Rishikesh. There he met Swami Sivananda, who told him "Accept your destiny and go ahead with your life. You are not destined to become an Air Force pilot. What you are destined to become is not revealed now but it is predetermined. Forget this failure, as it was essential to lead you to your destined path. Search, instead, for the true purpose of your existence. Become one with yourself, my son! Surrender yourself to the wish of God."

image

He initially joined Defence Research & Development Organisation (DRDO) in 1958 and then joined ISRO in 1963. The story of his joining DRDO again is very interesting. DRDO has a laboratory named Defence Electronics Applications Laboratory (DEAL) in Dehradun. In 1981 Dr. EB Rao was the Director of DEAL. In June 1981 he invited Dr. Raja Ramanna who was DRDO chief at that time and Dr. Kalam who was working as Director in ISRO HQ, Bangalore to DEAL, Dehradun for technical discussions. On 13 June 1981, Dr. Raja Ramanna asked Dr. Kalam to join DRDO in the very office of Director DEAL at Dehradun. Dr. Kalam said that Dr. Satish Dhawan will have to decide on it who was then the ISRO chief. Exactly after one year of the offer Dr. Kalam joined DRDO as Director DRDL, Hyderabad. Out of his initiative was born the Integrated Guided Missile Development Programme (IGMDP), which is the most successful Indian military research task to date. He also headed other prestigious projects, such as the MBT Arjun and the Light Combat Aircraft (LCA) projects. He was the DRDO chief from July 1992 to December 1999. He took DRDO to greater heights during his tenure. He was also appointed as the Principal Scientific Advisor to the GOI. Dr Abdul Kalam was a strong advocate of self reliance in defence technology. A connoisseur of classical Karnatak music, he played veena in his leisure.

image

He was very humble in nature. His affinity with DEAL, Dehradun was very intense and visited the lab several times. I joined DEAL in 1996 and was very young at that time. During one of his visits, I was allotted two minutes to give my presentation. In my enthusiasm to apprise him with all my work, I started speaking at such a pace that it became almost impossible for him to understand. He smiled, sat beside me and said "Do not be in hurry, I will sit as long as it is required but speak slowly". He was eating oranges at that time. He offered me some but I politely refused. While leaving he asked for the dustbin which was not in the room. He put the oranges peel in his pocket and quietly walked away. Such was the humility of this man who was SA to RM at that time.

image

During his tenure as DRDO chief, a stamp was issued on 26 Jan 1999. The flagship IGMDP program was commemorated by the issue of stamp on Agni-II missile on 01 Jan 2000. During Aero India 2003, stamp featuring LCA (Light Combat Aircraft) was issued. He visited Dehradun after becoming President also. The then Governor of Uttarakhand Sh. Sudarshan Agarwal asked me in 2005 to design a special cover for Him Jyoti Foundation which basically caters for the schooling of the under-privileged children. Dr. Kalam was very fond of children and had been with the children of Him Jyoti couple of times. In the cover I included Dr. Kalam interacting with the children of Him Jyoti school. DRDO celebrated its Golden Jubilee in 2008, during which a special cover was released at DEAL Dehradun. Dr. Kalam was also instrumental in the joint collaboration of Brahmos missile with Russia. It is still one of the most deadliest missile with Indian Navy. In 2008 only, Brahmos was commemorated with a stamp.

Dr. Kalam has inspired millions of young minds and will always remain a guiding energy for the generations to come.

Promotion of Philately in India – Some new ideas

First of all, I thank a big group of philatelists who openly or otherwise supported my opinion on stopping the practice of awarding generic medals. It has been established through last three months discussion and debate that most of the Indian philatelists support the awards to be given in form of Specific, Actual , Genuine and Original medals as it was in practice and have strongly opposed the newly coming up practice of awarding Generic Medals. I hope that the oncoming zonal, circle or state level exhibitions in India will see the awards being given in form of specific, actual and genuine medals continuing the traditional practice and not the generic ones. I further hope the authorities responsible for this practice all over outside India shall give due consideration to the voice of philatelists and see that such practice is stopped with immediate effect. Looking forward for the same. Good luck my friends.

Further, I would like to discuss on promotion of philately in India which is very much essential now as we see lots of hardcore philatelists are turning in to numismatists or getting out of the philatelic world. Entry of new generation philatelists is negligible. Physical philately is being replaced by digital philately. We always curse India Post for not doing effective work in this field. But we don’t see what we are doing? What our societies are doing? Government machinery has its own methodology of thinking, planning and executing things.

Of late, India Post has done commendable work by opening new philatelic bureaus at many new places to help promotion of philately. The total toll which has now risen very high indicates that philatelists all over India have now easy access to the present Indian philatelic material. Yes, this is good for those who are interested in Modern India Philately but philately has now numerous well developed branches. What about those? Who is to see that proper promotion is done in those fields too? Because those fields cannot be promoted through Philatelic Bureaus in the ways these are functioning now. For that some strong policies for material sale, control on stamp dealers and auctioneers, philatelic information and help centers for philatelists for procurement of material and money exchange/payments abroad etc are to be developed along with chapters of different branches of philatelists to educate the philatelists. It is not only the work of philatelic societies but DOP should also contribute in to it. These philatelic bureaus should also be information and help centers in this regard. Proper trained persons should be deputed to handle the total affair. I understand the training centers of DOP should come up with such training programmes to help production of such persons of DOP.

In India, DOP does have philatelic wing well equipped with high ranked officers and administrators but I don’t see any appreciable work being done by them in promotion of philately as a whole. Yes, they are busy in doing so many things such as revenue generation campaign through sales of stamps etc.. Organizing unfruitful philatelic shows are not going to do any good for philately. It is mere wastage of money and valuable time and energy. There is a need to check and recheck the results of all this functioning. I feel and suggest that It is time that DOP should strengthen its philatelic wing. It should come up with formation of a PRDA (Philatelic Regulatory and Development Authority) to regulate and control all such affairs. This will not only check the procurement of the philatelic material from India but from abroad and other sources followed by proper distribution of same. It will also develop various methods for promotion of philatelic wings and so help the societies and clubs to develop and prosper. It will also find methods to give due honor to the philatelists. Every action related to philately and philatelists will be under its control. Every philatelic society should be registered with it and should be under its control. Regular reporting and should be done. Financial help can given to the societies to build libraries, to hold workshops and exhibitions, to train the members etc .. It will also check that philately does not remain confined to modern Indian philately only but remains global. Further, as the true essence of philately lies in its past. The various wings of philately which are based on the history will also develop. We must appreciate that if the heart of philately lies in Modern Philately, the soul lies in Traditional, Postal history and other old classes of philately.

There is much more to write but I feel the lines written above will at least help philatelists and philatelic organizations to think and come up with new set ups. Wishing all the philatelists a good philatelic future ahead.

Commemorative stamp on Dr Kalam by India Post

As a tribute to the former President A.P.J. Abdul Kalam, the Department of Posts will release commemorative stamps on his birth anniversary on October 15.

Members of the South India Philatelists Association had recently submitted a request to the Department of Posts to bring out a set of four stamps on Mr. Kalam. Association secretary Roland Nelson said: “Mr. Kalam was a multi-dimensional personality. There have been instances when stamps of eminent people were released when they were alive — former president Rajendra Prasad, for instance, in 1962 after his retirement.”

Normally, it will take three to four months to design and release a stamp. But the Department of Posts has decided to release the stamp on October 15. The department has brought down commemorative stamps on all past Presidents of India.

The intriguing politics of postage stamps

- Archis Mohan

Postage stamps depicting former Prime Ministers Indira Gandhi and her son Rajiv Gandhi are to be phased out. Instead, the Bharatiya Janata Party (BJP)-led National Democratic Alliance government wants to popularise postage stamps that depict several other prominent freedom fighters, including Sangh Parivar icons like Syama Prasad Mookerjee and Deen Dayal Upadhyaya. The Department of Posts releases two kinds of stamps – commoemorative and definitive. Commoemorative stamps are limited edition stamps released on special occasions while definitive stamps are those printed for daily use.

IT and Communications Minister Ravi Shankar Prasad says only the Nehru-Gandhi family has dominated the bouquet of definitive stamps issued since independence. The Department of Posts has now decided to discontinue definitive stamps on Indira and Rajiv Gandhi. It will continue with definitive stamps depicting the Mahatma as well as Jawaharlal Nehru but also introduce such stamps on Sardar Patel, Maulana Abul Kalam Azad, Sangh icons Upadhyaya and Mookerjee, Ram Manohar Lohia, Bal Gangadhar Tilak, Chhattrapati Shivaji, Bhagat Singh, Subhas Chandra Bose, Rabindranath Tagore and Subramania Bharati. It will also issue definitive stamps on four exponents of Indian classical music who have been conferred the Bharat Ratna – Bhimsen Joshi, Pandit Ravi Shankar, Bismillah Khan and MS Subbalakshmi.

A special Apollo 11 cover could fetch about US$8900 at auction

clip_image042

An ‘insurance’ stamp covering Buzz Aldrin for the Apollo 11 moon landing is expected to fetch £5700 (US$8900) at auction. If you want to have this philatelic item in your collection, hurry up to buy it.

The situation is explained by the following reason: the Apollo missions were considered so dangerous that it was impossible for the astronauts to find anyone that would give them life insurance. In an effort to provide some financial support for the families of astronauts Neil Armstrong, Buzz Aldrin and Michael Collins, ‘Insurance Covers’ were produced.

A cover is an envelope or package – in this case a special Apollo 11 design – bearing postage stamps that have been ‘cancelled’ with a postmark.

Created in conjunction with the Manned Spacecraft Center Stamp Club in Houston, Texas, the covers were not officially recorded by NASA but were signed by Buzz Aldrin, Neil Armstrong and Michael Collins with the intention of selling them off to collectors.

This particular cover is being offered by Bruce Forrest, who bought it off Joan Aldrin after her divorce from Buzz.

Forrest, who is selling the item on Astro-Auction.com, said: “Basically, the astronauts couldn’t get life insurance, so they gave their families signed covers, in case the mission failed.

“I bought my cover through Peach State who worked directly with Joan Aldrin, who had all the insurance covers when she and Buzz got divorced”.

Apollo 11 insurance covers were affixed with the Scott 1371 six-cent postage stamp, which depicts the Apollo 8 Earthrise and the words ‘In the beginning God’.

There were three types of cover for the Apollo 11 mission, which were postmarked at different stages, and 500 covers were made for each astronaut. Astronaut and Apollo 10 commander Tom Stafford had possession of the Apollo 11 covers when the crew launched.

He arranged for some of them to be cancelled on launch day at Kennedy Space Center and then carried all of them in his T-38 back to Houston. He then arranged for the remainder to be postmarked in Houston on the day of the moon landing. The covers were then distributed to the three ‘Apollo 11′ families.

SINGAPORE-2015

Commissioner for Singapore 2015

clip_image052clip_image054 Mrs Damyanti Pittie is the National Commissioner for Singapore 2015 . Singapore 2015 World Stamp exhibition is to be held in conjunction with Singapore’s 50th Year of Independence from 14 – 19 August 2015 at Sands Expo® & Convention Center, Singapore. SINGAPORE 2015 is the 3rd World Stamp Exhibition to be held in Singapore.

Singapore last hosted the World Stamp Exhibition in 1995 and the inaugural World Stamp Championship in 2004. Gathering the experience of both exhibitions and with effort to commemorate Singapore’s Golden Jubilee in 2015, Singapore managed to bid for the hosting rights of this event successfully.

The main highlights will be, Display from the archives of the Singapore Philatelic Museum, Exhibits from distinguished collections showing the development of Singapore’s 180 years of postal history and stamps and Exhibits of world-wide award winning collections.

The logo comprises of the name of the exhibition SINGAPORE 2015 together with the Lion Head symbol of the nation and four wavy lines representing the sea, bracketed by two symmetric edges of a postage stamp, one on the top and another at the bottom. It symbolizes the world stamp exhibition in Singapore in the year 2015.

The significance of the various components that make up the logo is explained below:

The two perforated edges of a stamp signifying the connection of stamp collecting activities with SINGAPORE 2015, the name of the exhibition. The Lion Head, which is incorporated in the 0 of 2015, is Singapore’s national symbol denoting that the exhibition is staged in Singapore.

The “four wavy lines” is a roller cancellation commonly used to obliterate stamps, also means “four seas” in Chinese to signify international or worldwide linkages, implying the international nature of the stamp show being held in Singapore, an island state surrounded by sea.

Interesting facts on stamps

FRIENDSHIP DAY POSTMARK ONE-COUNTRY TWO-STAMP OF ANYONE

clip_image058

It may be surprising but a Post Office established in a mythological country Morokulien in between Norway and Sweden, stamps the letter with a single postmark included names of all the three countries in it. It is also the only place where one can legally post letters with stamps from two countries. Even the combination of a Norwegian and Swedish stamp is allowed.

Why? It is an interesting story to know. In 1959, newspapers reported the formation of a new country, “Morokulien” which is a combination of the Norwegian and Swedish words for fun, moro and kul respectively. Morokulien often is called a "country", which it certainly is because of the geographical demarcation from Norway and Sweden. However, Morokulien is no nation in terms of the international law. It is about 6 hectares demilitarized zone and came into existence by civilian efforts to establish peace between two neighboring countries . One may – symbolically – become a citizen of Morokulien and can purchase a Morokulien passport for fun. Morokulien thus has citizens, but no inhabitants but a living example of peace memento to Norwegians and Swedish, but is moreover a peace message to the world. Can we hope to form such mythical countries also on the boarders of Indo-Pak, Indo-Bangladesh and Indo-China?

THE YOUNGEST PERSON EVER TO RECEIVE AN ACADEMY AWARD

clip_image060

Shirley Temple was the most popular and famous American child star of all time. She got her start in the Hollywood movies at the age of three and soon progressed to super stardom. Shirley could do it all: act, sing and dance and all at the age of five! Fans loved her as she was bright, bouncy and cheerful in her films and they ultimately bought millions of dollars’ worth of products that had her likeness on them. Dolls, phonograph records, mugs, hats, dresses, whatever it was, if it had her picture on there they bought it.

Shirley was box-office champion for the consecutive years 1935-36-37-38, beating out such great grown-up stars as Clark Gable, Bing Crosby, Robert Taylor, Gary Cooper and Joan Crawford.

She became the first recipient of the juvenile Academy Award at the age of six. To this day she is the youngest person ever to receive an Academy Award.

Knowing they had a cash cow on their hands, 20th Century Fox refined the terms of Temple's contract in 1936, paying her the unprecedented sum of $50,000 per picture.

clip_image076

© Dr.Satyendra Kumar Agrawal

On 1st August 1986, the Department of Posts, India came out with a new time-bound, fast, guaranteed, economical and reliable service termed as ‘Speed Post ‘which is available for inland and international mail.

clip_image078

First Day postmark showing three Arrow Heads heading towards right is indicative of speed and was designed for the first day of introduction of this “Speed Post” service

It is an express mail service for letters and documents offered in league with the international EMS service.

clip_image080

International format of POD

Later on Speed Post service has been developed more and more to cope with the fast pace of globalization and the commercial and industrial expansion taking place in India which generated a new class of customers with their specific type of demands to deliver the mails, samples, articles, documents and specimens from one pace to another, in time.

Beginning with 7 inland (Ahmedabad, Bangalore, Kolkata, Chennai, Delhi, Hyderabad & Mumbai) and 5 international centers (from New Delhi, Mumbai, Kolkata and Chennai to UK, Federal Republic of Germany, Hong Kong & Japan and to USA from 6 Oct 1986 on 1.8,1986, now it links more than 1200 towns in India, with 315 centers in the national network, around 1000 centers in the state network and 97 international centers. For regular users, Speed Post provides delivery ‘anywhere in India’ under contractual service.

For corporate customers, Speed Post provides ‘Home collection’, credit facilities, on-line tracking, account management and personalized services. Presently 89 sorting hubs are functioning for fast mail transmission. The mails are transmitted through air, train and roads, and for internal transmission MMS (Mail Motor Service) vehicles are used. The articles addressed to Metro cities may be delivered in next day means booking day + 1(one) day.

Every article and bag is documented, tracked and traced through Speed net at all stages of handling and transmission point to ensure prompt sorting, transmission and delivery are confirm to the prescribed norms.

To monitor efficiency and accountability of Speed Post Service, India Post launched Speed Net Service on 3rd Jan 2002 which is web based on-line track and trace service to keep track of all stages of handling and transmission point to ensure prompt sorting, transmission and delivery are confirm to the prescribed norms for every article booked. Tracking can be done by entering barcode number of article booked made available to the customer on booking receipt.

During early days of Speed Post services, if desired the Acknowledgement card used for registered mail were provided as Proof of Delivery card to the sender with additional postal charge of Rs.0.50 but the Acknowledgement slip was not treated as a Speed Post article and after signature of the recipient this card was delivered to sender by ordinary post. Soon it was replaced by printed “Speed Post Proof of Delivery” slip which was soon replaced by a larger size POD acknowledgement slip.

Speed Post PODs

To make available this trace and track facility, Speed Post Business Office at Mangalore, commenced on 18.01.1988 given birth to two unique philatelic elements introducing Illustrated “Proof of Delivery Card” and “Intimation Card”.

Though not issued nationwide, these cards are not only important for Postal History exhibits but for Thematic too as one side of each card are illustrated and depicting cultural and architectural heritage of Karnataka on them.

Illustrated PROOF OF DELIVERY CARDS

Proof of Delivery cards were attached to the Speed Post booked article and when it reaches the destination and received by the addressee, the postman makes him sign this card as Proof of Delivery (POD), and is sent back to the sender if desired.

Postal Inspector with Speed Post banner atop "Kalapathar" with Mount Everest in the background

Everest base camp trek is the most popular adventure activities in Himalaya ever since Edmund Hillary and Tenzing Norgay Sherpa climbed the Mount Everest in 1953. Trekking to the Everest base camp in Nepal is an ultimate goal for trekkers and a beginning of the expedition bid for the climbers. The journey to base camp and Kalapathar is once in a lifetime adventure of great challenge and achievement with thrill of being so close to stand next to the tallest mountain on planet.

This theme is representative of the high ambition of newly introduced Speed Post service and its commitments towards safe and timely delivery-whatever the area is.

PODs illustrating rich cultural heritage of Karnataka were also issued by Speed Post Business Office at Mangalore.

Yakshagana

YAKSHAGANA is an enchanting rich traditional operatic theatre of coastal Karnataka. In YAKSHAGANA the music, dance, spoken word, movement, costume and stage craft are woven into a unique type of dramatic production. The rich aspects of Yakshagana have their own distinct style. The stories called as ‘prasangas’ (episodes) are chosen from classical and mythological sources like Ramayana, Mahabharatha and Bhagavatha. The verses provide the script. They are sung with an orchestra of drums and gongs. The characters dance to the music and then present the dialogue, which is extempore and highly improvised. This art has a history of seven centuries. It has received international recognition and appreciation during the last few decades.

It was built in the 10th century AD by the Ganga dynasty minister and commander Chamundaraya. Hundreds of thousands of pilgrims, devotees and tourists from all over the world flock to the statue once in 12 years for an event known as Mahamastakabhisheka.

On August 5, 2007, the statue was voted by Indians as the first of Seven Wonders of India. 49% votes went in favour of this marvel.

A POD also illustrates beautifully this statue of Bhagavan Bahubali showing to the world the way of knowledge and austerity for thousands of years.

Lighter Side

clip_image098

Many readers will have seen the film ‘Foxcatcher’ about the life of John du Pont, the rich and unhappy man who became obsessed with wrestling and eventually shot and killed his team trainer and spent the last 14 years of his life in jail. StampNews.com would like tell our readers about this extraordinary person who was obsessed with a hobby of stamp collecting. The ‘Foxcatcher’ continued to buy philatelic items and enrich his gorgeous stamp collection even while being imprisoned.

John du Pont had a number of obsessions. He was obsessed with birds, wrestling and stamps. At one time he owned the most expensive stamp in the world. Stamp collectors and auctioneers who knew John Du Pont describe a quiet and studious man, not the person he apparently became before the incident that cost him his liberty and another man his life. He was a renowned ornithologist and turned his scientific training not just to his philatelic studies but to a number of good causes during his lifetime.

Robert Odenweller is an internationally famous expert on stamps often advised du Pont on what to buy. He was at the RPSL because another of his rich friends – Israeli billionaire Joe Hackmey – was exhibiting part of his collection.  Odenweller described du Pont as a ‘friend’ and said that he used to visit him in prison. He said that du Pont wasn’t allowed to have stamps in prison, but he was able to buy stamps and add to his collection. His purchases were made through lawyers. He couldn’t see the stamps. He could only view reproductions of them.

John du Pont always had an interest in stamps and stamp collecting and formed several fine collections including those of Canada and its pre-dominion provinces such as New Brunswick, Nova Scotia and Newfoundland, as well as Samoa, Falkland Islands and some Eastern European areas.

However, his greatest philatelic accomplishment was the building of a great collection of the old British Colony known as British Guiana; du Pont achieved no less than 5 Grand Prix Awards including a National, International and Grand Prix d’Honneur at various international philatelic exhibitions which ranked him third in the all-time list of multiple Grand Prix winners in 2000. What is more he owned the British Guiana that had been bought by du Pont for a then world record price of $935,000 in 1980.

Story of Banana Boy - 1957 Children's Day Stamp

clip_image100

clip_image101When fame called early and left a picture for him to go by

Shekhar Borker became famous at the age of 8 in 1957. Ironically, he has never met the photographer who was instrumental in making him a celebrity when his photo was printed on 32 million postal stamps.

clip_image103

New Delhi: Shekhar Borker became famous at the age of 8 in 1957. Ironically, he has never met the photographer who was instrumental in making him a celebrity when his photo was printed on 32 million postal stamps.

Shekhar was a Class II student at Modern School, Barakhamba Road, New Delhi, when one of a group of photographers assigned by the Indian Post and Telegraph Department to capture young faces to feature on Children's Day stamps thought he had the perfect picture.

Now 58, Shekhar recalls: "During our lunch break I happened to be eating a banana. And without my knowledge, a photographer took the shot. Mine was one of the 10,000 photographs that were shot from all over India."

His picture made it to the final shortlist of five photographs that highlighted at least one of the three aspects of child development - education, nutrition and recreation - that the shutterbugs had been briefed to keep in mind.

Breaking the news

It was only when the school principal, M.N. Kapoor one day called up the young boy's father, D.S. Borker, to seek his consent for his son's photograph to be published that the family knew. For one-and-a-half months after that there was no news. And then suddenly, one day the family was invited for this big event on November 14 when the stamp bearing Shekhar's photo was released by then prime minister (Pandit) Jawaharlal Nehru.

At the venue, he was asked to enact his picture on the stamp. "I was made to sit on a chair and given a banana. As I tucked into the fruit, (Pandit) Nehru came in. He tugged my nose saying 'Go on eating bananas'," he reminiscences.

Indira Gandhi, who was then the vice-chairperson of the Indian Council of Child Welfare, told Shekhar's mother, Mohini, that the committee members had observed her son for over a month to see whether he deserved the honour - and concluded that he was indeed a very well-behaved boy. "I still remember, she gave me a kiss on my cheek and the minister of communications, Lal Bahadur Shastri, presented me the commemorative volume."

Having featured on the first Children's Day stamps, the Borkers were soon deluged by people seeking the young boy's autograph. The young boy would happily spend hours obliging his admirers until his mother one day put her foot down.

"While signing, I used to write my name in full, a practice that I continue even today," he says.

Every year, the postal department releases new stamps on November 14. Incidentally, fifty years later, in 2007, an official from the postal department located him at a get-together and the department got into action. As part of its Children's Day commemoration, the department released two new stamps which were presented to Shekhar by the Minister of State for Communications, Shakeel Ahmad.

"It was a very poignant moment for me. I used to be known as the 'stamp boy' then and, being referred to by the same name brought back umpteen childhood memories."

New issues from other Countries

Brazil

1 June 2015 : Brazilian Quadrilha festival

image

Brazilian Post released a set of four stamps dedicated to Quadrilha – one of the most famous festivals of this exotic country. The colorful issue was unveiled and put on sale on the 1st of June.

The stamps present typical scenes from the June festivals, with couples performing the Quadrilha, considered the highlight of the celebrations honoring Saint Anthony, Saint John and Saint Peter. Based on the European palatial dance, the June festival Quadrilha, curiously, is known as a dance of the peasants.

The artist emphasized the movements of the dancers, the choreography, the musicians and their instruments, and the traditional “hick marriage”, inserted into a space decorated with flags and Chinese lanterns. Complementing each stamp, the camp fire represents the heat and the traditional lights of the June festival period. The drawings were made on Canson paper and colored with watercolor and colored pencils.

From the smallest town to the largest capitals, the Quadrilhas perform in celebration for Saint John in the month of June. Many years ago, dancing in a Quadrilha stopped being a simple manifestation of popular culture.

Throughout the year the Quadrilhas play an important role in the Brazilian society and economy. Redeeming the popular culture and aware of the social transformations, the June festival Quadrilhas adapt themselves to the urban areas, developing sociocultural activities adherent to the citizenship of thousands of youngsters throughout Brazil, who begin to attend the rehearsal arenas almost religiously.

Currently, millions of people in Brazil develop activities related to the Quadrilhas. They are dancers, actors, musicians, plastic artists, playwrights and artisans of various crafts. With elaborate choreographies, beautiful, colorful and exquisite costumes and a musical repertoire typical of the June Festivals, the Quadrilhas promote a true spectacle wherever they perform, thrilling the audience with their expressions of joy, colors and rhythms.

The Confebraq seeks, through the Quadrilha culture, to present a plural and multifaceted Brazil, with original and innovative manifestations, which sometimes contrast and sometimes complement each other, always faithful to the fundamentals of the celebrations dedicated to the saints celebrated in June, the reason they are called June Festivals.

With this issue dedicated to June festival Quadrilhas, Brazilian Post, in partnership with Confebraq, honor this extremely popular and traditional dance, which delights for its choreography, colors and rhythms that are genuinely Brazilian.
