am pleased to release July 2016 Issue of Rainbow Stamp News. A specialized
National Philatelic Exhibition on Nature and Environment, Naturepex 2016 is
going to be held in Bhubaneshwar from 30th September to 2nd
October,2016. Philatelists from all over India are requested to be part of this
grand thematic stamp exhibition with their participation and presence. This
exhibition is being organized by Eastern India Philatelists’ Association with
active support of Department of Posts. The main objective of this exhibition is
to make people aware about protection of
nature and conservation of the environment. The exhibits relating to Nature,
Flora & Fauna, Environment and related subjects will be exhibited in
this exhibition. My best wishes to the
organizing team of this show . Let’s join hands and make this exhibitiob a great
success.

POOR STATE OF
THEMATIC PHILATELY IN INDIA
Being
a thematic philatelist my major concern and inclination has always been to look
for what is happening around in thematic
field of philately. The news for me is not very encouraging when I look at results of Indian participants
in NY2016 World Stamp Show concluded in
this month at New York. As I understand none of the Indian philatelists won any
award in THEMATIC CLASS though there is one in Youth Philately apart from the other in Postal History,
Revenue, Traditional and Literature classes where Indian participants performed
reasonable / appreciably well.
Well,
I really don’t know that how many entries were there in this class from India
but I don’t see any award not even Bronze. Less or no participation from India
is alarming. Good participation but no award is even discouraging. Where is this class of
philately going? Where do we stand? What is the reason behind this? New comers
to the philately get their entry in to this world through thematic only. The
attraction of color and the beauty of stamps is depicted through this class
only. This is the class which is the back bone of philately. Maximum
philatelists opt and pursue this class.
But where will their collection and
exhibiting end up? National Level is the highest point in that case.
If
I say the scenario is shameful, it will be too harsh and disgraceful but then
what should I call this? What our philatelic thinkers are doing? What the philatelic
wing of India post and Philatelic Congress of India doing? If they say, it is
none of their business then who is to think and plan for better future of this
class. First of all, there is a need to sit and find out reasons for this state
of Thematic Class. Some of the points may be :
1.
High
cost of participation comprising of exhibit fee and the other expenditure
restricting Thematic Philatelists to participate
2.
Non
availability of good thematic exhibits
3.
Lack
of up gradation of exhibits in line with the changing rules and international
standards
4.
Non
conversant Indian philatelists with the latest Generation System of Thematic
Philatelic Exhibiting as it is the time of the 4th Generation
Thematic Exhibiting
5.
Rising cost of thematic philatelic material particularly
the exclusive one suitable for International Standards.
6.
Very
lenient marking at India National Shows
ending up in poor results in International Shows
7.
Lack
of proper guidance
As
I understand there were quite a good awards given to the thematic philatelists
of other countries in the show. Even some Gold medals have been awarded. Why
could not we Indian perform there.
Well,
I don’t know what will happen in future but this is sure if performance in
Thematic class falls, this will certainly affect the growth of philately in
India. However, I would appeal to the thematic collector / exhibitors to
participate in forthcoming International Shows. Get their exhibits refreshed
and studded with batter and desirable thematic philatelic material. Get guidance
from senior and knowledgeable philatelists, commissioners etc.. My best wishes
to them.
Any
way,it is high time to think, act and see the better philatelic future of thematic
in India.

Chandrapur headmaster's snap wins him
a stamp of approval
Amol Bais, a resident of Chandrapur, couldn't
hide his enthusiasm as he recollected the first day of 2016 as if it was
yesterday. Seated in an open vehicle during the morning safari, he saw Maya,
the tigress from Tadoba, getting a 'hug' from her cub, and even as he
immortalised that moment, he had no clue that months later his iconic image
would end up being used on a postal stamp.
Bais, a wildlife photographer and headmaster
of a school for tribal students at Durgapur on the periphery of Tadoba Andhari
National Park, said his joy knew no bounds when he got to know that state
forest minister Sudhir Mungantiwar was not only impressed with this adorable
picture but has also selected it to be used for the stamp.
Recalling the day, Bais said he was in the
jungle for the morning safari, when at around 9 am he saw tigress Maya
crouching for a kill, igniting the photographer in him with the hopes of
capturing some action shots of beautiful Maya on the hunt.
"Somehow the spotted deer in front of
her were alerted and they took to their heels, leaving Maya with a dejected
look. We too were disappointed and as we heard her growling faintly, her young
one emerged from the bushes. I was then looking for a perfect angle, and to my
surprise, I saw the cub standing on its hind paws and holding her mother with
its front paws as if almost consoling her," said Bais adding that even as
he captured the precious moment between the mother and her cubs even he could
not help but get emotional.
According to the 36-year-old, who has been
photographing tigers and other wildlife for a decade now, his biggest moment
for this image came when Save the Tiger – a facebook page on tiger
conservation, started by wildlife enthusiast Raj Krishnani, posted this
photograph and it ended up receiving more than 2.4 lakh likes and was shared by
24,000 people.
"The image was also published by Daily
Mirror, UK. And what gave me immense joy was that this image was presented by
the forest minister to various dignitaries including Union environment minister
and also for pamphlets of Tadoba national park," he said.
"We had requested the Centre for a
postage stamp on Tadoba-Andhari Tiger Reserve, which is one of the oldest in
the country. We hope that this stamp will be released on July 29, on the
occasion of the World Tiger's Day," said Mungantiwar adding that the
beautiful image has a strong message on conservation and that he was happy to
know afterwards that this photograph was taken by Bais who happens to be his
neighbour in Chandrapur.
Now, track your speed post, parcel
using mobile app
Jamshedpur, June 16: The Union Minister for Communications and Information
Technology (IT), Ravi Shankar Prasad is scheduled to visit Jamshedpur
on June 17 and 18. During his visit to the steel city, Prasad will
inaugurate the Delivery App at Bistupur post office.
There is no need for users to visit the post
office any more. They can now get postage stamps and envelopes delivered at
their doorstep.
A new mobile app, launched by the postal
department, not only introduces residents to their postman, but also allows
them to order stamps and envelopes. Once residents enter their area, the app,
called My Postman, throws up the name, number and photo of that area’s postman.
The app will help people provide information
as to when will the postman deliver the speed post, registered post and parcel.
People will also get to know online about the
location of the goods they have speed post or register. In Jharkhand the
service will be begin from Jamshedpur. The post man delivers speed post,
registered post, express parcel and business parcel in villages also.
According to the current facility, after the
parcel is delivered to the concerned person the postman gets the receiver to
sign on a delivery slip.
But, there have been several complaints that
postman without delivering the speed post or registered post, sign on the
delivery paper them and complete the procedure.
However, with the new facility in place the
old system will complete end. Under the new facility the postman will be
provided with the mobile phone from the department while speed post, registered
post and parcel will be booked by the department and the people who book their
parcel can check the status on the website of the postal department.
Now, when the postman comes to deliver the
speed post or parcel to the concerned person, he will take the signature on the
mobile through the App and not on a delivery sheet.
AP Singh, Senior postmaster of Singhbhum
Circle, said, ‘In the first phase Eight postman of Kadma post office will get
facility to use mobile app and later all the post offices and postman will
be incorporated in the facility. With the Postman Mobile App the parcel service
will be regularized’, he added.
“Once the customer has the credentials, he can coordinate with the
postman while awaiting delivery of important documents like passports,” said
Singh.
Along with this, all postmen have been asked
to carry smart phones so that they can home deliver stamps and envelopes, which
residents can order through the app. In fact, the app is part of a series
of initiatives by the department to rejuvenate the dying business.

NATUREPEX-2016
NATUREPEX-2016,
National Philatelic Exhibition on Nature and Environment will be organized by
the Eastern India Philatelists’ Association with active support of the
Department of Posts, Government of India from 30th September to 2nd October,
2016 at KiiT International School, Bhubaneswar-751024, Odisha with an objective
to aware people for protection of nature and conserve our environment. The
exhibits relating to Nature, Flora & Fauna, Environment and related
subjects will only be exhibited in this exhibition The exhibition will be of
400 frames and will be competitive one.
The
main theme of the exhibition is ‘Save our Nature & Environment’. This
exhibition would give extensive mileage to the promotion of Philately as well
as create awareness to save our environment and to preserve the endangered
species in our country.
Participation
in the exhibition is open to all philatelists throughout India. Exhibitor should be a member of a
registered Philatelic Society/ Association/Club.

Two new
classes have been included in Naturepex-2016, those are Class-7, Modern
Philately (Mophila) and Class-8, Philatelic Literature (relating to Nature and
environment) and a separate guideline has been mentioned in the new corrected

Pandharichi Waari Mobile Post Office, new attraction in Pandharichi Wari procession flagged off on 28th June 2016
On the occasion of Pandharichi Waari,
‘Pandharichi Waari Mobile Post Office’ housed in a Mail Motor Service Van of
Department of Posts was flagged off by Shri Ganesh Sawaleshwarkar, Postmaster
General, Pune Region on 28th June 2016. Under the initiative of Pune Postal
region, the Mobile Post Office will provide communication service to the
Warkaris and their families from 28th June to 15th July 2016.
On the first day of
Waari, a Picture Postcard depicting face of Saint Dnyaneswar at Alandi Temple
with the Special Cancellation of Mobile Post Office at Alandi Devachi was also
released. Address side of the postcard depicts route of Pandharichi Waari from
Alandi to Pandharpur including places of halts. Speed Post articles were also
booked at the Mobile Post Office.
Next halt of the 'Waari'
would be at Pune on 29th and 30th June at Palkhi Vithoba Mandir, Bhavani Peth
Pune. During these two days 'Waarkari' (devotees) can avail 'My Stamp' facility
at this location also. 'My Stamp' facility can also be availed through Mobile
Post Office.

A two day programme has been organized in Bangalore by the PCI which includes Seminars, Presentations and Discussions along with the Special General Body (SGB) and Governing Council Meetings of the PCI to be held on 2nd & 3rd July, 2016 .
On 2nd July 2016, a seminar on Postal Stationery Exhibiting was conducted by Shri Ajeet Singhee, President of Philatelic Congress of India. Second Philatelic Seminar on 'Exhibiting Now' - Current Trends and Techniques for preparing a better exhibit and win a higher medal, conducted by Shri Madhukar Jhingan, Vice President of Philatelic Congress of India at PCI meet, Bangalore.
Interactive Session on Traditional Philately, Postal History, Thematic, One Frame, Modern Philately and Open Class disciplines conducted by a panel of Shri Ajeet Singhee, Shri Sahadeva Sahoo, Shri Sunder Bahirwani and Shri Rajesh Bagri.

Members
of Philatelic Society of Delhi gathered for the June monthly meet on the 26thday
of June at Indian Building Congress, RK Puram (Sector 6), New Delhi. More than
thirty philatelists from different part of National Capital Region were present
to grace the discussions.
The
meeting started with the early bird lucky draws in which Mr.Vivek Bhargava,
Mr.Kuldeep Jalandara and Mrs. Anu received gifts from the Society Secretary,
Mr.Sandeep Murjani, the vice president, Shri Udai Saxena and a fellow
philatelist Mr. Manish Mohan. The meeting started with a round discussion on
the pricing policy being followed by the Department of Post on their ePost
selling platform. Also, the announcement for the “Stamp World by PSOD” to be
held in mid of October was made and the governing council discussed the
preparation plan for the upcoming event with the society members.
Society
members enjoyed the Delhi summer accompanied by tea and cookies, after which
philatelic presentations followed. The first to go was the episode two of
aninformative series of presentations called "Tale of a Mail" by
executive member Mr.Aditya Asthana. The subject of this episode was “The Overland
Mail Route”. Thomas Fletcher Waghorn’s initial efforts of delivering letters to
India in 90 days and the road blockers he faced, were shown. The forum also
enjoyed discussing the four routes from London to Suez as facilitated by
Messer’s Waghorn and Co. in 1842.
The
session continued with two more presentations given by Mr. Sandeep Murjani
which covered all the special covers issued throughout India in the month of
February and March 2016. The slide deck had 74 beautifully illustrated slides.
Mr Murjani described the subject and importance of each cover in detail.
Mr.
Sandeep Murjani felicitated Mr. Anil Suri for his outstanding achievement at
the New York Show 2016. Mr. Suri won the third Large Gold for his collection.
Mr. Ajay Mittal and Mr. Angeet Suri were congratulated for winning Vermeil
medals at the same show. Mr. Madhukar Jhinghan& Mr. Suri shared their
experiences of visiting the NY 2016.

Book Depot
On
the outbreak of World War - II open censorship was imposed in India under
Defence Regulations. All the articles sent through the post were subjected
through postal censorship. For foreign communications censorship stations were
established at Belgaum, Bombay, Calcutta, Chitttagong etc. I had in my
collection a cover which was sent to The American News Company, New York, USA
from Idol Book Depot, Dehradun dated 01-Sep-41 during WW-II. For quite some
time the cover remained a mystery to me as I have been living in Dehradun since
1996 and had never seen any Book depot of this name. My inquiry with other
people was also rendered futile.
The
cover had censor label "OPENED BY CENSOR" along with Royal insignia
with code "273 C" on the left which is essentially a wrapper with
which the examiners closed the sides of the cover after it was read and
censored. Different type of labels were used by the stations and Mr. Conrad
Morenweiser has listed over 200 such labels. It also bear a triangular censor
mark "PASSED BY CENSOR C 6".These marks were used between May 1940 to
March 1942 and code "C" referred to Bombay.
The
place where Ruskin Bond thronged for books while living in Astley Hall, now
houses an ATM of Punjab & Sind bank. The "Idol Book Depot" which
boggled my mind for long has been closed long back.

select readymade template on the screen and then you have to click your photo
on screen adjusting the pose according to template image and print the picture

WORLD’S FIRST POSTMARK WAS
PREPARED TO CHECK OVER DELAYING POST BY LETTER CARRIERS
In 1661, after
complaints that letter-carriers were delaying the post, the first Postmaster
General of England- Henry Bishop came up with a hand struck date stamp designed
to show the date on which a letter was received by the post and to ensure that
the dispatch of letters would not be delayed. It was known as “Bishop Mark” and
was first used in the General Letter Office just off Post Office Yard, and there is now a plaque in the Princes
Street side of NatWest to commemorate it. The stone even has a small AP/19
‘Bishop Mark’, because the first day of use was 19 April.
The
original London Bishop Mark consisted of a small circle of 13 mm diameter,
bisected horizontally, with the month (in serifed lettering) abbreviated to two
letters, in the upper half and the day of the month in the lower half. Similar marks were used later in Scotland and
Ireland, and then adopted by numerous British colonies during the 17th and 18th
Century.
At the time of introduction, Bishop announced, “A stamp is invented that is put upon every letter showing the day of the month that every letter comes to the office, so that no Letter Carrier may dare detain a letter from post to post; which before was usual.”

Father of Science Fiction (Pt II)
Verne wrote his two masterpieces when he was in his
forties. One is “Twenty Thousand Leagues under the Sea” (1870) which relates
the voyages of the submarine Nautilus, built and commanded by the mysterious
Captain Nemo, one of the literary figures in whom Verne incorporated many of
his own character traits.

Another, “Around the World in Eighty Days” (1873) is
the story of a successful bet made by a typical Englishman, Phineas Fogg, a
character said to have been modelled on Verne's father, who had a mania for
punctuality, or the art of timeliness.

around the world...in such a short time and with the means of transport
currently available, was not only impossible, it was madness’, but one
ill-fated evening at the Reform Club, Phileas Fogg rashly bets his companions
£20,000 that he can travel around the entire globe in just eighty days - and he

life, the reserved Englishman immediately sets off for Dover, accompanied by
his hot-blooded French manservant Passepartout. Travelling by train, steamship,

Other popular novels include “The Mysterious Island”
(1875) “Michael Strogoff” (1876) and
The Lighthouse at the End of the World (1905).
“The Mysterious Island” novel is a crossover sequel
to Verne's famous Twenty Thousand Leagues under the Sea and In Search of the
Castaways, though its themes are vastly different from those books.The plot
focuses on the adventures of five Americans on an uncharted island in the South
Pacific.

“Michael Strogoff: The Courier of the Czar” is a
novel written by Jules Verne in 1876. Critics consider it one of Verne's best
books. Unlike some of Verne's outs novels, it is not science fiction, but a
scientific phenomenon is a plot device.
The book has been adapted several times for films, television and
cartoon series.

In this “Mission Impossible" tale of intrigue
set in Russia, a traitor has inspired the fierce Feofar Khan to invade Siberia
and foment a rebellion. A sinister plot to assassinate the Czar's brother, the
Grand Duke, is discovered but all telegraph lines have been cut.
Only one of the Czar's couriers is qualified to
handle the dangerous and arduous mission to warn the Siberian Governor General
of the impending invasion... Michael Strogoff.

The Lighthouse at the End of the World is also an
adventure first drafted in 1901 and published posthumously in 1905. The plot of
the novel involves piracy in the South Atlantic during the mid-19th century,
with a theme of survival in extreme circumstances, and events centring on an
isolated lighthouse. Verne was inspired by the real lighthouse at the Isla de
losEstados, Argentina, near Tierra del Fuego and Cape Horn.
In 1971 the novel was adapted into a movie, “The
Light at the Edge of the World”.

Verne's total literary output comprised nearly
eighty books, but many of them are of little value or interest today.

One noteworthy feature of all his work is its moral
idealism, which earned him in 1884 the personal congratulations of Pope Leo
XIII (1810–1903). "If I am not always what I ought to be," Verne once
wrote, "my characters will be what I should like to be." His interest
in scientific progress was balanced by his religious faith, and in some of his
later novels (such as The Purchase of the North Pole, 1889), he showed himself
to be aware of the social dangers of uncontrolled technological advances.

His works of imagination, and the innovations and
inventions contained within, have appeared in countless forms. A number of

France is hosting UEFA final championships
From the 10th of June to the 10th of
July 2016 France is hosting the final phase of the Championship of European
Footballing Nations, for the third time after 1960 and 1984; when they became
the European champions for the first time.
There are several technical innovations: first a round format
(with 24 stars in the perforation, as the number of teams in competition), but
also a silver ink, which gives a metallic appearance to the trophy, and grainy,
giving relief to the balloon … But above all, this stamp feel … the lawn! “He
has a grass smell freshly cut” promises Post.
France was chosen as the host nation on 28 May 2010, after a
bidding process in which they beat Italy and Turkey for the right to host the
2016 finals. The matches will be played in ten stadia in ten cities: Bordeaux,
Lens, Lille, Lyon, Marseille, Nice, Paris, Saint-Denis, Saint-Etienne, and
Toulouse. It will be the third time that France hosts the tournament, after the
inaugural tournament in 1960 and the 1984 finals. The French team has won the European
Championship twice: in 1984 and 2000.
Jersey
The culture of Jersey is the culture of the Bailiwick of Jersey. It
offers an arts and culture scene that is unlike any other. From its
award-winning theaters and magnificent performing arts centers, to its unique

Especially interesting is the 1950s popular culture of Jersey, which has been
celebrated the new special stamps released by Jersey Post.
Situated in the bay of Mont St Michel, France, the island of
Jersey is the largest of the Channel Islands, measuring just 45 square miles.
Its colourful history and culture has been affected by the Roman invasion of
Britain, the struggle between French and English crowns, and occupation by Nazi
forces during World War II.
Many of the Island’s inhabitants are Jersey born, and many have
come from countries near and far, to work, start families and enjoy the outdoor
life for which Jersey is so well known.
As with residents of mainland Britain, Islanders have embraced the
ever-changing influences of fashion, music, art and technology, and the 1950s
particularly allowed popular culture to blossom following the oppression of the
German occupation and hardships endured during the immediate post-war years.

Special Covers
The special covers issued by
various agencies are being sold for Rs.50 by e post office whereas as they used
to be available for Rs.10 or 15. I fully understand that the issue of spl
covers is costing a lot as Rs.12500 to be paid for releasing the same (to
postal dept) at venue, and printing as well as putting a stamp on the cover
etc. I understand it was necessary to give 200 of the spl covers without stamps
to concerned PMG office . The philatelic bureau used to sell them for Rs.10 with
stamp and cancellation., where as that practice is stopped now and 300 covers
instead will have to be given to e post office and the spl covers are not
available with the concerned PMG/philatelic bureau..

office the postal dept have issued a sheetlet of the International yoga day but
is available only, with the relevant pack at e post office as was mentioned
there and not with the other philatelic Bureau. This I think did not happen
earlier and the sheetlets were available with the philatelic Bureau as well.
Also with the e post office only full sheets of stamps are available and buyers
can't purchase less than sheets. Also many spl packs available with e post
office are not available with philatelic bureau. The e post office looks like
catering for dealers than average philatelists . Some of the spl paks issued by
e post office as well as by some some philatelic bureau are highly priced. For
example I purchased a spl pack of Musicians issued by Madras circle at Madras
for Rs.300 where as it contained stamps worth only 40 Rs. and the rest probably
for printing the folder.with the picture of DK Pattammal. Also a large no of
definitives have been issued recently I think as on now 18 and they are not
available with post offices as well as philatelic bureau where as they have to
be used regularly.
I feel few of the points mentioned
above are creating problems for average philatelists and one of the important
aspects the postal dept should concentrate on is to encourage philatelists, and
the increasing cost is distracting many to take philately as a hobby.

are featured on all the picture postcards. Another set of 5 postcards depicting
images of postage stamps issued on ‘Sant Namdeo’, ‘Sant Eknath’,
‘Dnyaneshwari’, ‘Sant Tukaram’ and ‘Sant Dnyaneshwar’ is also available at Rs.

Postcards on Surya Namasakar and two Stamp Booklets on Yoga released by Andhra
Pradesh Postal Circle
A set of 12 picture
postcards showing 12 postures of Surya Namaskar has been released by Andhra
Pradesh Postal Circle. Back side of the cards shows the steps to be followed to
perform Surya Namaskar. Set of 12 picture postcards is priced at Rs. 250 and
available in all philatelic bureaux in Andhra Pradesh.
Two information booklets
on Yoga have also been released by Andhra Pradesh
Postal Circle. The booklets gives a brief description on the various Yoga
postures which are depicted in the stamps. Information on asanas of Surya
Namaskar along with Mantra for the respective posture is given. One book
contains 4 commemorative stamps issued on Yoga in 1991, one stamp issued in
2015 and set of 12 stamps on Surya Namaskar issued on 20th June 2016. The
booklet is priced at Rs. 800.
