WELCOME : THE NEW GOVERNING COUNCIL OF PCI
So finally Philatelic Congress
of India has formed its newly elected Governing Council the outcome of successful
conduct of its elections held on 24th of April 2022 in Kolkata. The
new governing council is equipped with both old, experienced as well as some
new faces. My heartiest congratulations to all the winners who contested and
also to those who were declared winner unanimously.
Well, when I look at the
formation of new Governing Council (G.C.), it looks well represented, balanced,
complete, energetic and one can sense the feeling of happiness which indirectly
communicates that all the members are ready to serve and deliver. I understand
we can find a strong bond of collectiveness and respect for each other amongst
them. The entry of new faces both in institutional member category as well as individual
life member like Dr. Ritu Kalra, the first lady
from North India to become member
of GC of PCI, Sri Jagannath Mani a dedicated person for development of
philately philatelists, Sri Kawaljit Singh, Mr. Pravesh Kr. Gupta , Mr. Ghouse
Ali Zameer, Mr. Anup Kr Raut, Mr.
Prakash Agrawal, Mohan Chandran Nair and Mr. Kishore Chandak .
If we look at the performance
of the last G.C., we need to applaud the hard work done by its members. There
were innovations, regularity in activities and strong persuasions and
representations for welfare of Indian philately at International / FIP
level. We must appreciate the fact that the
last GC performed even better in the COVID -19 period and promoted digital philately
by conducting Digital Exhibitions, Seminars, Workshops and other activities
like honouring ourselves. It is its tenure when India performed excellently in
International and World shows by getting very good number of higher awards. One
of the examples of which is the Gold in Thematic Hunfilex-2022 held in Hungary
2022. The Gold in thematic came after almost 33 years. So, we all thank the members of last GC for
their dedication, hard work and serious concern for the development and
promotion of philately.
I understand this newly
elected GC needs to recognize their work and honor the old G.C.. We need to
appreciate each other before we get appreciation from others. We also welcome
the new GC which is now the torch bearer of India philately. I would appreciate if PCI declares some of its
future philatelic development projects and also its expectations from its
members and other. Though there are pending projects like collection of
profiles of members and interviews by media is under progress. I understand
there are several issues taken up by PCI at FIP level. Apart from all the good
works already in progress, I feel PCI needs to look in to following also.
1. PCI has recently come up with new awards such
as Fellowship, Certificate of appreciation and Philatelic Ratna. It should also
come up with some new awards like awards to the selected winners of different
exhibitions.
2. Special recognition to literature
philatelists
3. Formation of digital library
4. Formation of digital exhibit folder where prominent,
different exhibits will be put on display
5. Formation of panel to check and certify
genuineness of Digital exhibits
There
are several suggestions to place but let the new council think and decide the
priorities.
Finally, while I place my heartiest thanks to the previous council, I wish the new council
a very successful and fruitful tenure.

Russian Warship Stamp Becomes Collector's Item
The stamp's illustration features an armed and armored Ukrainian soldier
with his middle finger raised to a Russian vessel. The background, the yellow
ground and blue ocean, evoke the Ukrainian flag.
On April 12, 2022,
Ukrposhta presented and put into circulation the first in martial law
conditions postage stamps with a “Russian warship, go…!” slogan. This phrase is
the response of Ukrainian border guards, defenders of Zmiinyi Island, to the
Russian’s ship offer to surrender on the day of the Russian invasion of Ukraine
on February 24, 2022. It became a symbol of courage and indomitable spirit of
the Ukrainian people in the fight against Russia. Unfortunately, the legendary
phrase was censored for official postal products.
Ukrainian President Volodymyr Zelensky posed with a stamp book of the new stamps .‘The symbol of the steadfastness of Ukrainian defenders, is now on postage stamps.’
In Kyiv, a special cancellation with the First Day marking took place at
the Main Post Office with the participation of Ukrposhta Director General Ihor
Smilianskyi and the author of the phrase, the defender of Zmiinyi Island Roman
Hrybov. At the same time, cancellations of special stamps “Russian warship,
go…!” took place in all regions of Ukraine.
Crimean Borys Grokh, the
author of the sketch of the First Day postage stamp and envelope and the winner
of the people’s contest for the best postage stamp sketch, took part in the
special cancellation ceremony in Lviv. Borys’s work garnered the most votes, with
8,000 Facebook and Instagram users voting for it. Until 2014, Boris lived in
Evpatoria. After the occupation of Crimea, he was forced to move to Lviv.
“Ukrainian philately during
the war is a reflection of the events happening to our state and our people.
The phrase that inspired us to create a postage stamp has already become a
symbol of the invincibility of the Armed Forces, volunteers, Territorial Defense,
all Ukrainians in the struggle for their land and independence of Ukraine. I am
sure that both Ukrainians and our friends from abroad will be happy to receive
letters with such a postage stamp. And today, in such a postal way, we once
again remind the occupiers that they should immediately leave our land and
follow their ship, “said Ukrposhta General Director Ihor Smilianskyi.
Postage stamp “Russian
warship, go…!” issued by Ukrposhta in two denominations – to pay for postal
items in Ukraine (face value F, equivalent to UAH 23) and to pay for items sent
abroad (face value W, equivalent to US $ 1.5). The corresponding First Day
envelope was issued for the stamp in 20 thousand copies.
Buy postage stamps “Russian
warship, go…!” available in Ukrposhta branches and in the philatelic online store.
Currently, philatelists
from around the world seem to have almost overloaded the online store of
Ukrposhta, it works very slowly.
At the central post office in the capital, Kyiv,
hundreds of Ukrainians of every age queued for hours on Friday to get their
hands on one of the 1 million copies printed so far.The incident
quickly became a symbol of Ukraine's resistance against Russia's
assault. Ukraine's postal service last month launched a competition to
illustrate the episode.
Out of more than 500 submissions, Lviv designer
Boris Groh's winning entry shows a Ukrainian soldier from behind making the
obscene gesture at the warship. It has proved a hit, selling out in many post
offices and quickly appearing for resale online.

A Philatelic Tribute to the Architectural Icons and Heritage of Goa
Every year, World Heritage Day is celebrated on April 18 in order to spread awareness about the dying cultures and natural heritage around the globe. The day focuses on solutions to preserve the ancient culture in order to create awareness about monuments, dying cultures, and sites.
The main aim of the day is to conserve
and preserve the heritage culture which depicts the ancient history. It has an
outstanding universal value. It is a concerted effort to preserve our heritage
that has. A vital link to our cultural, aesthetics, educational, economic, and
inspiration legacies.
The aim and significance of the day are
not just restricted to the different historical monuments, and sites. It also
plays a vital role in securing the cultural integrity of a community.
This year’s theme for World Heritage Day
is kept as “Heritage and Climate”.
It is decided by the International Council on Monuments and Sites every
year. This year’s theme offers a platform to respond to questions of climate
change and equity to protect heritage. in the background of climate justice. It
is also an opportunity to discuss ways in which we may achieve equitable
protection of vulnerable communities.
Conserve your cultural diversity,
preserve it for future identities. Preserve these monuments to memorise history
and understand its mystery. Keep the monuments fresh and clean by preserving
its sheen.

above Heritage Buildings.
One of the main threats to these
Architectural Monuments, is the increase in the extreme weather events such as
Flooding, Heat Waves, and Hailstorms etc. Also these extreme weather phenomena
can also affect adversely the Natural
Heritage sites such as Bondla, Mahaveer, Mollem Wildlife sanctuaries and
their flora and fauna.
Braganza Mansion
The Biggest house in Goa is the Braganza

current owner Mrs Aurea Braganza Pereira while the west wing is occupied by the
Menezes Braganza family. The interiors of both the wings show the elaborate
life style of the elite families during the colonial era. The house is open for
visit to the public.
Fernandes Heritage Home
The Fernandes Heritage Home was an old
Hindu house located by the Kushawati river at Chandor. It has been converted in
the seventeenth century to a Christian House which one sees today. It has a
hidden stairway underneath a closet which enabled the occupants to escape by
boat kept at riverside in case of attack by enemy.
For the special cancellation of this Picture Post Card a seal with the writing International Day of Monuments and Sites along with a typical Goan Window was used along with the stamp of the UNESCO Heritage Site stamp “ Churches and Convents of Goa and Church of Bom Jesus”.
Margao Municipal Building
This is the most elegant building in
Margao and has been housing the Municipality of the town for the last 117 years
since its inauguration in 1905 after the partial collapse of the old Camara
Municipal Building. All the 4 faces of this imposing structure are dominated by
Multiple Arches.
Panaji Old Secretariat (Adilshahi
Palace)
The Adilshahi Palace was built around
1500 by Yusuf Adil Shah, the Sultan of Bijapur who conquered Goa in 1489-90.
When Afonso de Albuquerque re conquered Goa in November 1510, he took over the
Palace.
However, it was only after several
decades, it gained acceptance as the Regal residence in 1710 after its
transformation. Goa was ruled from this Palace by the Portuguese till its
liberation, on 19th of December, 1961. After its first elections in
Goa, in 1963, the Palace became the seat of Power till 2005, when Goa
Legislative Assembly, shifted to its new Complex in Porvorim.

Creator of Pulitzer Prize
Obverse and reverse sides of the gold medal - Pulitzer
Prize for Public Service The Pulitzer Prize is an award for achievements in
newspaper, magazine, online journalism, literature and musical composition
within the United States. It was established in 1917 by provisions in the will
of Joseph Pulitzer, who had made his fortune as a newspaper publisher, and is
administered by Columbia University. Prizes are awarded yearly in twenty-one
categories. In twenty of the categories, each winner receives a certificate and
a US$15,000 cash award (raised from $10,000 in 2017). The winner in the public
service category is awarded a gold medal.
Birth of Joseph Pulitzer
US #946 was issued on
Pulitzer’s 100th birthday.
Publisher and politician József “Joseph” Pulitzer was
born on April 10, 1847, in Makó, Kingdom of Hungary. Pulitzer often used
sensationalism to sell papers, leading to wider circulation. The Pulitzer
Prize was created as a result of an endowment he left to Columbia University.
Pulitzer’s father was a respected and successful
businessman. In 1853 Pulitzer’s father moved the family to Pest and hired
private tutors for the children. However, after his father died in 1858,
the business went bankrupt. Pulitzer tried joining several European
armies, before being recruited in Hamburg, Germany, to fight for the Union in
the American Civil War.
US #946 – Pulitzer Plate
Block First Day CoverPulitzer came to America when he was just 17 years
old, with his trip paid for by Massachusetts military recruiters.
However, he soon found out that the recruiters were keeping most of his
enlistment money and fled to New York where he joined the Lincoln
Cavalry. Pulitzer went on to serve under Philip Sheridan in the First New
York Lincoln Cavalry, Company L. He served for eight months fighting in
the Appomattox Campaign before his unit was disbanded. Pulitzer didn’t
learn English until after the war because his regiment was mostly made up of
German immigrants (he spoke German, Hungarian, and French).
US #787 pictures William T. Sherman, Ulysses S.
Grant, and Philip H. Sheridan.
When the war ended, Pulitzer traveled to New York
before settling in St. Louis. There he attempted a variety of jobs
including mule driver, waiter, and recorder for the railroad. In 1867, he
became an American citizen and the following year was admitted to the
bar. His law career was short lived because of his poor English and
gangly appearance.
US #PR82 – Newspaper and Periodical stamp

the Westliche Post, a job for which he was better suited.
Pulitzer became involved in politics in 1869, when he joined the Republican
Party. The following year, he filled a vacancy as a state representative,
even though he was three years younger than the required age. During this
time, he also advanced to managing editor of the newspaper.
In 1879, Pulitzer bought two newspapers in St. Louis
and merged them to create the St. Louis Post-Dispatch.
Circulation increased because he reached out to the average citizen, rather
than the intellectual. The newspaper is still in existence today.
Pulitzer returned to New York and bought the New
York World in 1883. He turned around the failing paper, using
human-interest stories and sensationalism. Circulation grew from 15,000
to 600,000, making it the largest newspaper in the country. Pulitzer’s
habit of sensationalism and yellow journalism (biased reporting) was later an
instigator (along with that of William Hearst) in America’s entrance into the
Spanish-American War.
US #2224 was issued for the Statue of Liberty’s
100th anniversary.
Pulitzer tried his hand at politics again in
1884. He was elected to the US House of Representatives, but resigned
after a year because of the demands of his newspaper. In his resignation
letter to the secretary of State of New York and the voters of his district,
Pulitzer stated, “Unwilling to hold the honors of a seat in Congress without
fully observing all the expectations attached to it, I hereby return to you the
trust which you so generously confided to me.”
One of Pulitzer’s most notable newspaper ventures came
in 1885. Two years earlier, construction had begun in New York City on
the 15-foot pedestal that would hold the Statue of Liberty. But over time
fundraising efforts stalled. Pulitzer had a stroke of genius. He launched
a fund-raising drive and offered to print the name of every donor in his New
York World. Within five months, he had collected $102,000,
mostly from donations of less than a dollar.
In 1892, Joseph Pulitzer offered money to Columbia
University to set up the world’s first school of journalism, but the gift was
turned down. Years later, a graduate school was established using a
donation left to the school in Pulitzer’s will.
US #1029 was issued for the 200th anniversary of
Columbia University.
Pulitzer
died on October 29, 1911. His will included $250,000 for a prize and
scholarship. In 1917, the first Pulitzer Prize was awarded in
journalism. The prize has since been expanded to include literature,
photography, and poetry.

Creator of Pulitzer Prize
The Pulitzer Prize is an award for achievements in newspaper, magazine, online journalism, literature and musical composition within the United States. It was established in 1917 by provisions in the will of Joseph Pulitzer, who had made his fortune as a newspaper publisher, and is administered by Columbia University. Prizes are awarded yearly in twenty-one categories. In twenty of the categories, each winner receives a certificate and a US$15,000 cash award (raised from $10,000 in 2017). The winner in the public service category is awarded a gold medal.
Birth of Joseph Pulitzer
US #946 was issued on
Pulitzer’s 100th birthday.
Publisher and politician József “Joseph” Pulitzer was
born on April 10, 1847, in Makó, Kingdom of Hungary. Pulitzer often used
sensationalism to sell papers, leading to wider circulation. The Pulitzer
Prize was created as a result of an endowment he left to Columbia University.
Pulitzer’s father was a respected and successful
businessman. In 1853 Pulitzer’s father moved the family to Pest and hired
private tutors for the children. However, after his father died in 1858,
the business went bankrupt. Pulitzer tried joining several European
armies, before being recruited in Hamburg, Germany, to fight for the Union in
the American Civil War.

Interview
Interview
with Major (Dr.) Ritu Kalra
Major (Dr.) Ritu Kalra, a practicing Dentist, a retired Major from Indian Army is an ardent philatelist who has accumulated a huge number of stamps . From her childhood she was attracted to stamps and now she has become a renowned philatelist. Recently she won the elections conducted by PCI and has become member of its Governing Council. A very busy lady said to have all the time for philately. Rainbow is pleased to have interview of such dedicated ex-army officer who is not only passionate for stamps but also helps in promotion of philately.
1. First of all, many congratulations on being elected as member of Governing Council of PCI, the apex body of philatelists in India. How are you feeling being the first lady from North India to achieve this?
ANS : I
am very happy and give heartiest thanks
to all the philatelists who supported me.. But having elected I am feeling a
big sense of responsibility to work for
promotion of philately.
2. How
are you looking at your future contribution to development and promotion of
philately being part of G.C of PCI? .
ANS
: With
this inclusion in the governing council, I will have to work more
towards development of philatelic activity both with budding philatelists,
school program and at national level towards more collaboration with the
government.
3. Well,
tell us about your beginning in to the stamp world. How and when you got
attracted to the beautiful world of stamps?
ANS : I got fascinated by the knowledge trove of
stamps as a toddler and I have been addicted to this fascinating hobby ever
since. My father has been a great philatelist. I would get a peep once in a
while into his trunks. He taught me the basics of stamp collecting. My
collection includes Penny Black and other fascinating mini encyclopedia stamps
which tell different stories, I have chronologically assembled my Indian
collection from 1854 till date.
4. So,
how you developed from a small stamp lover and collector to philatelist? Please
tell us about your philatelic Journey and the achievement ?
ANS : I have been collecting stamps since childhood. My
philatelic journey took an important turn in 2003 when I started getting
associated with school children to help them inculcate this hobby. I have been
organizing workshops for philatelic enthusiasts of all age groups. These
workshops introduce philatelists to the basics of stamp collecting. In 2008
after completing my tenure with Indian Army, I devoted 3 years to assemble my
collection with my mother, mounting in a chronologic manner with stamp mounts (hawid).
Every day I am learning something new in philately it is an ocean of hidden
treasure
I
founded the Himachal Philatelic Club which has been active in philatelic
activities and have written a book ‘Philatelic Paradise for Beginners’.
5. Who
all are responsible for your philatelic grooming like persons, clubs, societies
etc. How they contributed to your
philatelic upliftment?
ANS :
My father is my inspiration and guru in philately . Not only I have inherited
his collection but learnt about this Pandora box of stamps. Every bit unfolds a new dimension. My mother has also been a constant companion
in my philatelic journey. We sat for endless hours in organizing my collection.
6. Please
share your interests and what more your look forward to pursue?
ANS : I have a
good collection of INDIA from pre independence from 1854 till now mostly mint , a decent collection of
errors, stamps of most countries of the world, some beautiful most treasured
items are India’s first flight cover; UK’s first flight cover posted to Shimla;
also a rare album of South Korea prior to KOREA’S LIBERATION, I have exhibited
themes like cultural heritage of India , REFUGEE year collection ; exhibit
about transition from Man’s imagination to fly to supersonics , flowers . I
also write a regular column in garden society SAGES newsletter associate my
articles on flowers supported with stamps.
7. We
understand that you have kept the huge accumulation of stamps and philatelic stuffs
in trunks. We would be pleased to know about those and also tell us the
measures you have taken to preserve your stamps and other philatelic material.
ANS : I have stored my collection in trunks ..the
measures that I have taken to preserve stamps are.. keeping mint sheets in
blotting paper files; my best collection is mounted in albums first mounted
with stamp Hawids / mounts then sheets are sealed in transparent plastic
subsequently the main trunk is double layered with asbestos making it moisture
proof also I have placed silica gel pouches .
8. You
have already done a good work in promotion and development of philately. Please
put some light on some of the work done by you so far.
I have conducted school workshops and our exhibitions are coordinated to display and discuss exhibits with school groups. My book philatelic paradise is written for beginners so that all age groups have an access to basic stamp collecting.
9. You being a practicing dentist who remains busy most of the time. How do you manage your time to give time to philately. What exactly philately means to you?
ANS: Philately is my stress buster and over the years it has become a part of me every day whatever time I get in between my work I devote to my hobbies philately, painting , gardening.
10. COVID 99 has given new life and style to philately. It has turned philately from physical to digital. Though physical exhibiting and activities are returning. But how do you look at future of philately in terms of its existence as physical or digital?
ANS : This pandemic has given new direction to
our hobby. I was part of the first state level philatelic exhibition HIMPEX
also first national virtual exhibition PHILVIRTUE,
I feel physical exhibitions allow us to bond with audience like schools and digital exhibitions allow us to reach wider audience at international level.
11. Due to time constraints, life styles and other major distractions; the hobby of philately or say stamp collection is not being perused by children in general. How do you look at the future of philately. Your suggestions for promotion and development of philately.
ANS : Philately needs inclusion in school curriculum and made more interesting so that children and teachers realize this is only hobby which helps groom you and give knowledge even of UPSC level.
12. Your own views on philatelic display system, what changes do you suggest. Please also put light on quality and standard of judgment at high level exhibitions.
ANS : Philatelic display system is becoming very good due to advancement in technology. We can reframe and improve frequently as the skeleton of exhibit pages is at a click away with digitalization. I cannot give any comment on standards of judgement as I feel I am learning new aspects of philately every day .

Austrian Film Museum: Love for film and a mythical creature In 1964,
Peter Konlechner and Peter Kubelka founded the Austrian Film Museum as a
cinema, research and education institution as well as a space for collecting,
archiving, and restoring old films. The commemorative stamp features the iconic
logo of the Austrian Film Museum, the mythical creature “Zyphius”. Gertie
Fröhlich had seen this fantasy animal in a historical publication and thought
that an animal that can live both on land and in the water would be a fitting
symbol for the Film Museum, which she hoped would never go under. Gertie
Fröhlich (1930–2020) studied painting at the Academy of Fine Arts and stage
design, costume design, and typography at the Max Reinhard Drama School. In
1954, she encouraged Monseigneur Otto Mauer to establish the St. Stephan
Gallery. She not only created numerous posters for the Film Museum, but also
many graphic designs for magazines, drawings, and watercolours. In the spring
of 2022, the Austrian Film Museum will be showing a large retrospective of the
work of director Michael Haneke on the occasion of his 80th birthday.

20 April 2022 : Estonian Forest Threes - The Curly Birch
The curly birch is a variant of the silver birch with a peculiar wood
texture. It is extremely variable in terms of growth form: it may stand at a
medium height or, more often, be a stocky, short tree with a curved or straight
trunk and a crown reminiscent of an apple tree. Sometimes, it might also occur
as a shrub or shrub-like tree. A particular characteristic feature is the
appearance of knot-like thickenings or lumps of various shapes on the curly
birch’s trunk. The leaves, fruits, and shoots are similar to those of the
silver birch. The curly birch is slow-growing, light-loving, and undemanding in
terms of soil fertility.

2022 - Stories and Myths
Legends,
or myths, are said to differ from fairy tales in that the narratives appear to
be true. This does not necessarily mean that the narrator believes the story is
true, but as the storyteller, he must present it as the truth. Unlike the fairy
tale, where the hero wins over the opponent, legends mostly end with defeat for
the main protagonist. While fairy tales are not linked to specific locations
and take place in an indeterminate time, the legend’s attachment to reality is
reinforced by how the events often unfold in a named place, with named persons.
This serves to reinforce the credibility of the story.
